The pre-monsoon window
The Northeast gets its heavy rain from about June, so April and May are a useful pre-monsoon window. Meghalaya, Sikkim and Arunachal are cooler than the plains, and flowers bloom in the hills.
Wildlife parks such as Kaziranga close for the rains, so the plan should avoid them in summer.
